When Idi Amin seized power in 1971, one of his first acts as the new Head of State was to form a cabinet. Interestingly, his initial cabinet was made up largely of well-educated individuals. Many of them were already distinguished as capable leaders, having earned public recognition even before Uganda gained independence.<\/p>\n\n\n\n
In what seemed at first like a move toward inclusiveness, Amin ensured that various tribes and religious groups were fairly represented within his government.Out of the 18 ministers appointed, 14 hailed from southern Uganda, while the remaining four were from the northern regions. To reflect their status and ease their movement, Amin directed that each minister be assigned a Mercedes-Benz vehicle\u2014a gesture intended to demonstrate prestige and maintain the dignity of their office.However, alongside these civilian appointments, Amin embarked on a swift and massive militarization of the Ugandan government. <\/p>\n\n\n\n
He began placing military personnel in almost all key government positions, including the heads of parastatal organizations. Soldiers were also appointed as village chiefs and tasked with the distribution of essential commodities, a practice that blurred the lines between civilian administration and military authority.Within just three months of taking power, Amin recruited over 10,000 new soldiers into the army.<\/p>\n\n\n\n
Many of these recruits came not from Uganda but from neighboring countries such as Sudan, Zaire (now the Democratic Republic of Congo), and the West Nile region. Over 40% of the new recruits were Muslims, and by the time of Amin’s downfall in 1979, it was estimated that less than 30% of the Ugandan army consisted of actual Ugandan nationals. <\/p>\n\n\n\n
During his rule, Amin doubled the country\u2019s defense budget from \u00a37 million to \u00a315 million, emphasizing his deep reliance on military strength to maintain control.As Deputy Army Commander and later Commander-in-Chief, Amin often used national radio for personal purposes. It became increasingly common for him to send personal greetings to friends, acquaintances, and favored individuals live on air. <\/p>\n\n\n\n
This practice was viewed as inappropriate and embarrassing, prompting the creation of a dedicated radio program solely to accommodate such messages from military personnel. This unusual move highlighted the growing overlap between military influence and public communication.Amin\u2019s rule also brought a chilling change in the treatment of political opponents and suspects. <\/p>\n\n\n\n
In one of his infamous public statements, he declared that, unlike his predecessor Milton Obote, his government would not imprison its own people. Many analysts and scholars were initially puzzled by this statement, which was later interpreted to mean that Amin preferred extrajudicial killings over imprisonment. <\/p>\n\n\n\n
By the time his regime was overthrown in 1979, very few people were left in Ugandan prisons\u2014not because of justice, but because so many had been executed.In another speech, Amin warned members of the armed forces that any officer or soldier who failed to report back for duty would be shot on sight. <\/p>\n\n\n\n
He also incentivized violence by announcing that any soldier who killed a rebel officer would be immediately promoted and decorated with the rank of the person they had killed.
