When the history of the Bank of Uganda<\/strong> is discussed, the name Joseph Mubiru<\/strong>, the institution’s first Governor, is rightly celebrated. However, one figure whose contribution is often overlooked is Ian D. Lewis<\/strong>, the Bank’s first Deputy Governor-designate, whose leadership laid much of the foundation upon which Uganda’s central bank was built.<\/p>\n\n\n\n

Before his secondment to Uganda in 1965, Lewis had served for nearly 20 years at the Bank of England<\/strong>, where he had risen to become an Assistant in the Overseas Department. His extensive experience in central banking and international financial affairs made him an ideal choice to help establish Uganda’s central bank.<\/p>\n\n\n\n

Born in Ashtead, Surrey, England<\/strong>, Lewis joined the Bank of England in 1942<\/strong>, but his career was briefly interrupted by the Second World War. He served as the second-in-command of a Royal Navy Motor Torpedo Boat<\/strong> before returning to the Bank of England in 1946. Over the next two decades, he worked across several departments, eventually specializing in overseas central banking. His work took him across Latin America, Europe, Africa, and Australia<\/strong>, where he assisted in the establishment and development of central banking institutions.<\/p>\n\n\n\n

At just 40 years of age<\/strong>, Lewis arrived in Uganda in November 1965<\/strong>\u2014almost ten months before the Bank of Uganda officially opened its doors<\/strong>. At that point, little progress had been made beyond acquiring Liverpool House as the Bank’s premises and agreeing on the design of the new Ugandan currency. With no Governor yet in office, the enormous responsibility of transforming the vision of a central bank into a functioning institution rested largely on Lewis’s shoulders.<\/p>\n\n\n\n
